The Fuel Terminal Expansion project is a major infrastructure development that increases the capacity of a high-efficiency rail-to-truck fuel distribution facility in Canada. The project includes additional storage tanks, new truck loading infrastructure, and six rail unloading tracks designed to handle both refined and renewable fuels. Once complete, the expansion will more than double the terminal’s capacity while reducing greenhouse gas emissions by shifting long-haul fuel transport from truck to rail.

WSP is providing construction management services for the expansion of a large rail-based fuel terminal designed to improve fuel distribution efficiency while reducing transportation emissions. The facility enables refined and renewable fuels to be transported by rail and transferred to trucks for regional distribution, significantly improving both logistics efficiency and environmental performance.

The expansion includes the installation of additional storage tanks, development of a new truck loading bay, and construction of six rail unloading tracks to accommodate increased fuel volumes. The project has progressed rapidly, with the initial terminal installation operational since June 2024 and the first truck loading from the expanded system completed in September 2025.

A notable achievement during construction was the record-time installation of three pre-assembled fuel storage tanks, demonstrating strong coordination between engineering, construction teams, and contractors. The project has maintained excellent safety performance while progressing ahead of schedule and under budget, delivering strong client satisfaction in both project execution and cost control.
